Improvement in tenure empowers agrarian households and allows them away to engage in non-farm livelihood activities. Although the present design of the agrarian reform program may still be inadequate, it can be expected not only to affect the aversion of agrarian unrest, but can also result in actual and perceived rural development. There is growing awareness and practice of considering human needs and interactions in rural development and the programme addresses the identified need for improved capacity in project design, particularly in research to test the impact of development interventions. The programme comprises in-depth investigation of rural change with study of core concepts and their application as well as a research methods core providing advanced training in social science methodologies and particular applications of these approaches. This book explores the complex process of rural development at the community level. The main aim of the book is to explain the dynamics between development-facilitating assistance provided to the rural communities-including tenure-enhancing features of the agrarian reform program-and the community-wide rural development manifestations. Community organizing, capacity building and the provision of other support services can inspire the beneficiaries to appreciate the new tenurial status they have gained. John S.
